Developing an innovative culture evaluation strategy across a mega-department

Following amalgamation into a single agency, the Secretary of the former Department of Agriculture, Water and the Environment sponsored the development of new corporate values to underpin a consistent and cohesive organisational culture. DAWE sought our assistance in developing an approach to evaluating how well this newly defined culture was being adopted across the department.

We developed an evidence-based culture evaluation framework, allowing the department to consolidate existing data sources, using these to assess how well the values are embedded, and the impact they are having on key organisational metrics such as retention, HR cases and unscheduled absence. The strategy, and its supporting data analysis tool, identifies areas of highest value across each group, informing targeted investment to further embed the desired culture.
